I've never seen the premium that low, but the program was started maybe 6 months after the bill was originally signed.
It doesn't really make alot of sense to me why it is so low. Problems with enrollment have been associated with really high costs and a lack of awareness. I thought the federal programs were going to die out in favor of the state ones. There was less than 30,000 TOTAL enrolled at the beginning of 2012, and 70-80% of those were in the state programs.
It's also only supposed to be an alternative for those who "can't access coverage in the private market", which you have stated you can (though its expensive).
Very strange that you are eligible and it's affordable.
ETA: FYI...It pays me the same as medicare does. So most offices have no problem taking it. LINK
