Why does it have to be one or the other?
They are BOTH to blame.
The leaker for providing classified information to the media. And the media, for actively participating and seeking out leaked information to put out to the public.
The leaker should be fricked and tossed in jail. And the person who reported it should as well. The editors should be fired and fined, and whichever media outlet they worked for tossed from the press pool.
