It's not really meant to. It's to prompt the state department to improve standards for vetting people.

For that to be true the attack would have to be carried out by someone that came into the country since the TRO was put into place and came from one of the countries on the list.
Even then, it is still Trump's responsibility to protect American's by all means necessary (within the power given to him by the constitution). Since his travel ban didn't pass the courts it is Trump's job to find another way.

He is the president...he could simply direct the state department to improve the vetting process without a ban...the ban is all about smoke and mirrors....
Of course the state department is not going to be able to improve the vetting process in any way...it wouldn't matter if god herself directed them to do so...the process is already as good as can be expected.....only snowflake, chicken shite righties who bought every gun in sight when a black man was elected could possible be conned into believing that there are improvements to be made in a system that is working like gangbusters already....
