The only logical collusion is that the Cartels have bought off everyone. Otherwise, they could be snuffed out pretty easily.

The US should place severe sanctions on Mexico until it gets its cartel and corruption problems solved.

The Playbook on this is plain to see. Start a rift w cartel, have Nieto on board and wait for US soil casualties. Call them retaliation... No terrorism. Call the US soil killings terrorism. That would pin it all on Mexico, make Congress act and insist bipartisan support.
