I somewhat get the Russian line of questioning due to NATO/EU/Brexit.

May is used to the hostile style of public discussion. Parliament and all.

May doesn't want to broadside Trump right off the bat.

Whoooooaaaa!!!! Trump just flat-out stated he has "given Mattis the power to override me on matters like this" (torture, Trump thinks it works and Mattis is against it).

Impressive level of delegation of authority to say that.
