Trump is going to kill a million Africans with AIDS

So I'm reading an older copy of NYT that came out after the Trump budget proposal. I cheered cuts to the EPA, the arts, Vista/Peace Corp, etc. But I totally missed some obscure cut he made to anti-AIDS money to Africa.
So, the NYT has an expert who says it will cause 1M Africans to die from AIDS.
My question. Why is it always a million? This goes all the way back to Paul Erlich in the 70s. Policies always cause a million people to die. If these guys are scientists why can't they say "750,000 people will die."

I really don't give a frick about aids in Africa. Let those places deal with their own problems. Maybe drop some fliers and condoms to educate them a bit

I'm guessing reducing AIDS anywhere also helps prevent its spread anywhere, including here.

There is plenty of research with hiv and AIDS, not sure why they dems want to continue to scare people. Even with the budget cuts there will still be plenty of research and drug development with this disease as well as cancer stuff as well.
For the record, why do we need to take care of everyone else? I am all for helping others but you can't help someone else until you can take care of yourself
