Where was the hit piece on him citing a "culture of fear"?

The AP has been a leftist controlled entity for decades. I have worked in newsrooms in TV, radio and newspapers, and that is where most of your slanted news originates.

Were there Leaks on Obama? Why did Obama - in his final days - open the dissemination of Classified Intel to many more Agencies and individuals, and therein, make it virtually impossible to find Leakers?

Intel individuals who enabled the Leaks, have committed criminal acts and should be "scared". They can either fess up, roll over and get on board with Rule of Law...or suffer the consequences. 7 1/2 years is a long time to hide in fear. They'd best get honest. Soon.

When President Barack Obama took office, in 2009, he championed the cause of government transparency, and spoke admiringly of whistle-blowers, whom he described as “often the best source of information about waste, fraud, and abuse in government.” But the Obama Administration has pursued leak prosecutions with a surprising relentlessness. Including the Drake case, it has been using the Espionage Act to press criminal charges in five alleged instances of national-security leaks—more such prosecutions than have occurred in all previous Administrations combined. The Drake case is one of two that Obama’s Justice Department has carried over from the Bush years.
Gabriel Schoenfeld, a conservative political scientist at the Hudson Institute, who, in his book “Necessary Secrets” (2010), argues for more stringent protection of classified information, says, “Ironically, Obama has presided over the most draconian crackdown on leaks in our history—even more so than Nixon.”

His Justice Department has prosecuted more such cases against whistle-blowers than all previous Administrations combined, setting a precedent that some fear Donald Trump will invoke—and drastically build upon—to further muzzle dissent.

This is a legitimate concern. The zealous prosecution of national-security whistle-blowers is a stain on Obama’s legacy. (After the case against Drake collapsed, in 2011, a federal judge chastised the Justice Department for putting him through “four years of hell,” describing its conduct as “unconscionable.”)
