No, it was a fed district judge like the fig in Hawaii.
I think it's scheduled to go before the 4th Circuit soon though.

So is the plan here to move this case along faster to get it to the 4th circuit and stall the others in the 9th?
Is that how all of this works? I've seen other posts on this saying that Trump should get someone to contest the EO in someplace like Texas to move it to a more favorable court.

It doesn't matter what other appellate courts do at this point. The stay in Hawaii was national. Now, the issing court could meet en bance and overturn the stay, but another court can't. Not a coequal court anyway. Only SCOTUS can do that.

So if someone challenges the Virginia ruling and the 4th circuit hears the case first before the 9th circuit what would happen?

Wouldn't that be them ruling on the EO which is the same EO in Virginia and Hawaii?
