Poverty rate in the US rises or falls based on the definition.

No one in the US lives in poverty.
A minimum wage worker in the US makes more money than 60% of the worlds population(even after adjusting for cost of living)

Therefore, whatever the poverty stats look like is totally dependent on the current government definition.

Which is probably why these programs were implemented.

Funny how Americans are fooled into believing, even after all these years, that the government passes bills for the benefit of its citizens.

Patriot Act, Affordable Health Care, and bank bailouts immediately come to mind.
