The government and the common good

When a supporter of a government program says he supports it because it will bring about the "common good", what does that mean?

It means that while it will cost some individuals more than others overall it's better for the country. For instance roads.

It depends on the program. The interstate system is a government program just like Food Stamps are a government program, but the two are entirely different in who the effect and how they effect society.

medicaid, food stamps, etc didn't exist and the founding fathers had no idea they ever would.

obviously those clauses dont apply to our most advanced welfare programs.

Exactly. The interstate system is a common good. Anyone and everyone has the opportunity to benefit from it. Food stamps (for one) are personal benefits. There is nothing "common" about them.
