Give me the high points of Rand's bill. I've been busy at work and haven't had time to catch up.

This bill is truly terrible, and using a loophole like reconciliation to rebrand a shittier version of Obamacare is a shitty way to govern. They should've gone the traditional route to get 60 votes and when the Dems voted "No" hung it around every one of their necks until 2018. Just go full on media blitz as the costs continue to rise and say "This is Obamacare. They don't care that it's hurting you financially. Get us to 60 in the senate so we can help you." The problem is they'd HAVE to get to 60 in 2018 (which could be tough), but they'd also have two years to put together an actual piece of legislation instead of copying another terrible piece and changing the words like a high school senior passing off a plagiarized book report.
