Then why did Spicer make the comments he made?

shite like is this a big reason I can't stand Republicans.
Same here. Legislation of morality. It's completely contrary to the intentions of the constitution, yet so many republicans view the government as a means to tell people how to live their lives. It's a very hypocritical view of many people in the supposedly freedom-conscious party.

But Trump is a teetotaler, and we know for a fact Trump has made emphatic statements about keeping drugs out of the country.
I heard him with my own eyes and ears during a town hall during the primaries saying he would leave legal MJ alone.

I think the political risk of going after recreational/MMJ is too great. Far more many people support it now than oppose it. I am thinking they'll end up taking the same position as the previous admin - don't do much to stop it, but don't do anything to move into the current century either.
I thought this when Sessions initially got the nod but when you think about it the legal states are essentially all blue with the exception of Alaska-- that won't hurt Trump.

While I agree with that, my former party has really taken the cake on this the past decade plus. Now they are really on the cusp of pure fascism, which will now allow the hard-right Rs in power to unleash this BS. Obama and his ilk are responsible for this shite if it happens, just as Bush was responsible for bringing us the nightmare that was Obama, who ultimately destroyed the Democrat Party as we knew it.
At this point, there is no party that represents me and what I stand for. I would imagine this is the case for many Americans.

Weed and the WoD is one of the biggest drivers of the police state and erosion of the 4th and 8th amendments. It needs to be rolled back. it's directly tied into border security and national security as well.
And it leads to more government dependency, and the corresponding financial and social costs.
And it diverts resources away from other areas if enforcement and justice and makes the system less efficient. It's disturbing that law enforcement often has far more incentive to search for and find a hidden marijuana field than to search for and find some violent criminal on the loose.
And it's just plain anti-freedom.
And it's hypocritical when far more lethal and addictive substances are legal, while a drug with essentially no established lethal dosage ( established and far less (if any) addictive potential.

I am all for medical pot. But the States that currently have pot as legal have a lot to contend with. i e...a man in Colorado used pot medicinally-- at night only (he has a computer job and is confined to a wheelchair )

It is complicated. POTUS wants to clean up the Mexican and S. American drug cartels. Leaving States alone on this--simply because of their pot law will be a quagmire.

How so? I would think it would be the opposite.
