Solution for flag burning

Make it a federal crime to burn a flag without a federal permit. This way you wouldn't infringe upon free speech rights, but you WOULD require protesters to have to get a permit in order to exercise that right in a public space.
The cost of the permit would cover the cost to have fire and medical personnel stand by to insure safety, plus the cost of cleanup by sanitation personnel. Just an initial estimate might be around $3500-$5000.
In order to secure a permit, an insurance certificate would have to be issued by an insurance carrier indemnifying the city, state or federal government from any liability for damages as a result of damage to property, injury or loss of life. If the person didn't have a carrier, a form would be available to purchase a policy from a carrier on the spot for a cost of, say, $2500.
Failure to secure a permit could result in an arrest and citation, with the court assessing a fine for the cost of the permit, all associated court costs, plus a fine of up to $25,000 with the proceeds donated to a veteran's organization, plus the violator could be sentenced to serve 80 hours of community service in a VA hospital for a first offense with record waived after 18 months of unsupervised probation without a violation.
Second and other subsequent offenses of burning a flag without a permit would receive all of the above, plus a mandatory jail sentence of no less than 90 days in jail with multiple offenders sentences for up to one year in jail.
I'd be okay with passing a flag burning law under these kind of stipulations in order to preserve everyone's free speech rights.

Already been ruled in the 80's it is free expression. The best way to solve this problem is to ignore the people doing it. They do it for attention, ignore them and they will move on to pooping on stuff again.

If someone wants to burn their own property, on their own property, it's none of our business. We don't have to like it.
If someone wants to burn someone else's property, or public property, they should be punished.

Or just let people do what they want with the flag and ignore them. Bald Eagles are a protected species (not endangered anymore as of 2007). That doesn't even compare.

I can't burn trash in a public place, so why the hell should it be okay to burn a flag in a public place?
If I'm on my property though, why is it the governments job to stop me?
Small government advocates should not believe it should be a crime to burn the flag on your own property.

Can't support. I don't believe in making someone pay to exercise their rights. In this case, burning the flag does not diminish what that flag represents.

I could see the permit thing working if you wanted to do a public demonstration. The permit in that case should require you to take a fire safety course and require you have a fire extinguisher present if you are going to burn the flag in public. Not a bad way to make some money from people disrespecting our country.

I wish people would stop with all this flag burning nonsense.
I'm to the right of Mussolini but I'm smart enough to realize that the people burning flags are just losers looking for attention. It has nothing to do with the flag. They're just trying to get a rise out of people.
If you pass legislation for the flag, they'll just desecrate other symbols or do something else offensive to get attention. Ignore them. They aren't worth your time.

A proper burning permit should be in place. If not, prosecute the snowflakes.
Fee for burning include a license to burn.
