Lots of court websites post upcoming traffic court cases.
For example, in my jurisdiction (Arlington County) the General District Court
website has searchable details of upcoming traffic cases. There's a case with a hearing date in two days at 8:30am for Darryl Wonder Bias (a black male with no fixed address), charged with loitering and obstructing traffic.
Also on that date at 8:30 is a hearing for Ernest Eric Lekser (a Caucasian male from Alexandria) for 1st offense DWI. He was arrested on 11/11/2012 and is on bail. His birthdate is 3/13.
I've never heard of either of these two upstanding citizens before, but if I had the site is searchable by name as well.
So although your cop friend is being a dick and may be violating some policy somewhere, this sort of info can be public.
