If I am Pruitt, as soon as I am done with my acceptance speech after taking my oath, I request the EPA IG conduct an investigation as to any "off the record" communications by ANY EPA employees, as well as appointees, in the last 8 years - and through the present and that I want his report within 120 days.

So what are the rules for termination when it comes to these government positions in bureaucracies like the EPA? Employees within the EPA are already losing their minds, claiming they will fight his effort to reel in the EPA. Can they be fired for insubordination, or does it take an act of God to get someone out of those positions?
