The Obama administration plans to restart transfers of detainees out of Guantánamo Bay as part of President Obama’s efforts to close the prison, The Wall Street Journal reports.
The president is planning to lift the restrictions on sending detainees to Yemen in the coming weeks, the Journal reports, citing unidentified U.S. officials.
A White House official would not confirm the report that the administration will lift the Yemen restrictions.

Cut the bull shite. Not everyone there is an actual terrorist. We don't need to be holding everyone there indefinitely if the only thing that they had going against them was a feud with a powerful neighbor.
The place is a black eye on our reputation. Additionally, the Yemeni government is a de facto US ally in the War on Terror and doesn't concern itself with the Geneva Conventions. If the detainees that are transferred are actual jihadis, they will be dealt with in a way that we never could by law.
Majority are not terrorists.
