Trump is doing his job as president talking to other countries and trying to get them to help fight a global problem in ISIS.
Trump, as the president, is allowed to talk to Russia and China and whoever the frick else he wants to talk to. Especially as it pertains to military seeing as he is the commander-in-chief of the armed forces.
