Legislation designed to stop incorporation of St. George cleared a state House committee Thursday.
The measure, House Bill 1212, would require all voters who reside in a parish or parishes to vote in a special election on incorporating a new municipality in their areas.
House Municipal Parochial and Cultural Affairs Committee advanced the bill only after its sponsor state Rep. Ted James, D-Baton Rouge, promised to revamp it to apply only to the situation in East Baton Rouge Parish.
James said he would not take it up on the House floor without the revision.
State Rep. Johnny Berthelot, R-Gonzales, suggested that James amended the legislation “to the area giving you heartburn because it’s just not fair that everybody in the state would be effected sometime with this.”
Today, only voters in the area that wants to be incorporated can vote.
James said all parish voters should vote on an incorporation that has the potential to take $60 million in taxes out of local government coffers like St. George does.
“This bill would effect a small area of 500 residents who want to get together and create a village,” Berthelot said.
James said he sees the potential for the situation happening in East Baton Rouge to occur elsewhere. “It could be detrimental to Ascension Parish, Caddo,” said James. But he said he was willing to work on an amendment tailored to “what’s going on in East Baton Rouge.”

Wait, I thought this was just about the amount of time people had to file petitions like this?
Now they have to get X signature from the ENTIRE parish and not just the area that wants to be independent?

No, they have to get the same signatures, but the entire parish has a vote on whether or not that region gets to incorporate rather than just the voters in the proposed incorporated area. Basically, it would mean that Baton Rouge, Central, Zachary, and Baker could vote to not allow St. George to incorporate even if St. George citizens voted unanimously to incorporate.

No, if they get the 18,000 signatures they need before July 23rd. (the time set in another bill going through the legislature); then it comes to a vote in the November election.
The law states that the people in the area which has petitioned for incorporations votes yes or no on incorporation. This new law would let the entire parish vote.
Of course SG is outnumbered 2 to 1 and would lose.

Looks like some folks in Baton Rouge are worried and desperately want to move the goal post.
It's not likely to pass in its current form, so they'll try to make this apply this only to St George in East Baton Rouge and not statewide.....which will be begging for a judicial bitch slap.

But I was told SG would have representation with taxation.
I was told BR wasn't really worried about SG. This article can't be correct.

What's funny is that BR leadership was never really concerned with area until this movement started. Now, there is a fast paced to incorporate chief tax revenue areas.
