Obamacare fallback strategy...

Let's say for some reason that a full scale repeal and replace of Obamacare can't be passed this year. Why couldn't they pass single, popular elements of the replacement plan as separate bills? I know this would open it up to needing 60 votes in the Senate, but do you really think 40 senators would vote against allowing things like interstate competition amongst health care providers?

This is probably the most complex part of Medicare/Medicaid. Individual states would need to standardize their rules around measures & outcomes...and that would take a very long time.
