Critics say banks are incentivized to donate the funds to non-profits rather than giving it to consumers.

Obamas DOJ sued banks for the housing crisis and the money went to Julian Castro @ HUD to redistrict/slush and community organize.

The whole housing crisis was manufactured by our government through the CRA. Banks were FORCED BY LAW to make loans to people who couldn't afford them. This guy lays out the case for blaming the CRA nicely: LINK

Break some Windows then force the owner to pay for "protection". Then when he can't pay anymore, take over the business and run the credit up until it no longer can borrow money. Then burn it down for insurance
