Look what happened when Israel gave Gaza back to the Palestinians. They set up rocket launchers in Gaza and fired rockets into Israel.
Almost immediately. They are, in fact, paid and encouraged to do so. They also stage events for media consumption in which they fake injury and death at the hands of Israeli forces, for filming purposes. Not that I'm saying that Israel never kills innocent civilians, nor ever provokes things for their own benefit, but let's look at it rationally: Israel ALWAYS gets beat up in the international media and at the UN. They have much less to gain. While they do not have clean hands, my analysis is that the outside agitators (and some internal extremists of, particularly, Hamas) arm, train, pay and encourage the Palestinians to conduct these attacks. Eventually, Israel responds (they know that they're damned-if-they-do or damned-if-they-don't) and ultimately gets the upper hand. THEN the UN, other Arab states, etc. call for a ceasefire and negotiations (and the negotiations are always something they wanted to begin with, currently lifting of the Gaza blockade). Now, Israel has a quandry. They want the ceasefire and are getting beat up in the press, but if they lift the blockade, without other concessions (just to stop the shelling), then they have played right into the Palestinian's hands and this will encourage further rocket/mortar/missile attacks in the future. They feel, especially under a Likud administration, that when the provocation is severe enough, they must extract the appropriate number of pounds of flesh in exchange to at least deter it in the future.
"Nobody's right, when everybody's wrong." So who loses? Israeli and Palestinian civilians caught in the crossfire.
