"The court affirmed the portions of the district court injunction that apply to the 90-day, six-country travel ban, but it vacated the portions of the injunction that relate to the government doing an internal review of its vetting procedures, which could lead to a much larger ban based on a different criterion."

They know they are about to be overturned, and want to save face. Not to mention tie the administration up in court longer.

The travel ban is pointless at this point really with all the time that has passed. And that's really what the courts wanted. They knew he would eventually get a ruling in his favor, so they wanted to delay it as long as possible to render the ban useless.
At this point the only reason I want the travel ban to go into effect is to piss off liberals.
