Mexican President Pena Nieto Spends $50 Million To Keep Mexicans out of Mexico

This is only a guess, but I would imagine that a decent bit of our Mexican nationals either consitute 1) a financial burden to the Mexican government through social policy or 2) a financial burden to the Mexican government through imprisonment costs
