For better or worse.... At one point, he would hide it.. now, there is no fear.

He's not beholden to the people of Arizona anymore. He doesn't have the threat of being voted out to keep him in line. Plus he'll be dead soon so it's not like he has to live with shame for his actions. His agenda is driven by personal vendettas at this point and he doesn't give a frick.
