Louisiana Amendments up for Vote This Weekend
Posted on 10/10/17 at 7:04 pm
Posted on 10/10/17 at 7:04 pm
Amendment 1 – Establish a property tax exemption for
construction work in progress
Amendment 2 – Establish a property tax exemption
for the surviving spouses of first responders who died
while on duty
Amendment 3 – Establish a “Construction Subfund” of
the Transportation Trust Fund
Find out more here.
For the Bard household:
1. No (tax exemption)
2. No (tax exemption)
***3. Yes (force Transportation Trust Fund money into actual projects instead of payroll/benefits)
***After a couple of rebuttals I have re-read the proposal and realized I mis-read #3. After re-reading it I now see that it is only for monies from taxes not yet passed (ie: gives the legislature a reason to pass them) instead of using monies already going to the TTF.
With that, the Bard household is now voting "No" across the board.

No, No, and No. Our f'ed up budgeting process with all of these amendments and dedicated revenues/exemptions let our vaunted state legislature get away with not doing their damn job.

For those voting No on #3, care to share your reasoning?
A vote for #3 would establish a “Construction Subfund” within the state’s Transportation Trust Fund to contain any new fuel tax revenue, which could not be used for state employee benefits or wages.
A vote against #3 would continue to allot all revenue from fuel taxes, including any new fuel taxes, into the
Transportation Trust Fund to be used as DOTD sees fit.
For me it all boils down to DOTD having around 4,000 employees and not a single one builds a bridge nor road. I would rather at least some of that money be forced into a fund dedicated to projects.

#1 will turn Louisiana to more closely resemble Mexico. No property tax until the construction us finished and complete. Always under construction means no property tax. Don't think so!
These things don't need to be in the damn Constitution!

Because there is nothing to go into it. Why open a checking account with a zero balance???
They could do the subfund and revenue for it in one proposition but they are trying to go with the non revenue piece first so they can trick you later with claims that THERE IS NO MONEY TO FUND TRANSPORTATION WE MUST TAX YOU!!!!! THE ACCOUNT IS EMPTY TAX TAX TAX!!!!!

quote:There is no revenue stream to put into the trust fund established by the amendment. Why create a trust fund if there's no money to put into it? Other than it gives the next legislative session an excuse to raise taxes to put into it. FUBAR.....

#1: No.
#2: No.
#3: No.

Go read the link in the OP, that is not what the amendment does.
Property under construction is not taxable until it is able to be used. That is different than, "still doing some work."
And for the most part, that is how it is handled now.
Not saying you should or should not vote for the amendment, but make your choice an informed one.

Thanks for the responses. For some reason I had assumed there was money that would already be going into it. After your posts I re-read the proposal and now see that it would only be for future tax monies.
