They are keenly aware of the shock within their state of turning red. They are not about to rule in Steins favor, and piss of their electorate
Wisconsin couldn't even recall Walker, with enormous support. They aren't going to go down that road, and further risk losing their plum jobs to angry voters

And that's why more power should be with the states rather than centralized with the Fed. The state and local governments are more in tune (generally) with the people they represent, as they live in their states and interact with the people more than those who live in Washington.

And as was mentioned in another thread, each vote missing drops the threshold for a win by two.
