Justice Dept. investigation into Evangeline Sheriffs and Ville Platte PD

The practice of putting people "on ice" began so long ago in Evangeline Parish that no one still wearing a badge can recall its origin. But over the years, the so-called investigative holds became as much a part of policing here as pat-downs and parking tickets.
For as long as anyone can remember, the U.S. Justice Department reported recently, anyone walking the streets could be taken into custody for questioning if detectives had the slightest hunch they knew something about a crime — or perhaps knew someone who did. They were jailed indefinitely without probable cause or charges, let alone access to a telephone or an attorney.
The Ville Platte Police Department and Evangeline Parish Sheriff's Office conducted more than 900 of these unconstitutional arrests over a single three-year period, federal authorities found. Suspects, witnesses, persons of interest — and their relatives — were strip-searched and detained for days in cells without beds. At least 30 of these cases involved juveniles.

And this was quite absurd excuse:

"We never intended to violate anyone's constitutional rights," Lartigue said in an interview with The Advocate last week. "This went back way before my administration and any administration that I worked under here in the past 25 years. We were all trained into it."

This is why I always cringe when I find myself defending LEO's. This sort of thing runs rampant in local forces. I know there are a lot of good officers out there, but we all know deep down that this sort of behavior is happening and that the forces SUCK as self policing. No one is going to rat out their buddy.

The Evangeline parish sheriff is awesome
LINK
quote:
"Your request asks "whether the Sheriff can legally operate without having law enforcement duties" while maintaining his duties as tax collector and process server," the AG opinion states. "It is our opinion that law enforcement is Sheriff Soileau's constitutional duty and no sheriff may cease to perform legally mandated functions for any reason."

Here we go yet again. The federal government and Barry Odummy overstepping their bounds and telling local police and government how to act. EPSO has been doing this forever but he somehow knows better?? Can't wait for him to be gone. This type of overreach will not happen under Trump.

this one is better

LaFleur, who also serves as city attorney here, said he believed that in many of the cases in question, officers actually had probable cause to make an arrest but just failed to properly document it and ensure the detainee received a timely court hearing.

Old school police misconduct at it's finest.

Seems so.

The FBI could probably find enough to charge with 98% of the sheriffs in this state.

i really do wonder how almost every small town PD and SO hasn't come under federal investigation
in this case, how did none of these cases ever result in 1983/civil rights civil suits?
this may be a growth industry

These small town departments pay their officers shite and in return they get a bunch of unqualified morons who are on power trips. Said morons do what they want and prosecutors look the other way. Hard to remedy that situation because these towns are often dying on the vine and their budgets are drying up.

I think this may get them into trouble.

Most small town cops can barely read the laws they are supposed to enforce, much less understand and apply them.

Speaking as a retired LSP, are you serious or just trolling? The Constitution and individual rights are what should define America. The oath I took to uphold the law and Constitution are not open for debate. Doing things the right way is the only way.

Small town conservatism at work. The federal government should stay out of this because it's a local matter. Isn't the mantra that local governments are easy to fix? Odd how they are the worst. You rarelt see this shite with state police or FBI.

I once dealt with a small town Justice of the Peace who, when discussing a rental dispute, told me that he didn't know the law on the books, and if he read it, he probably wouldn't understand it. Fortunately, I was prepared for this level of stupidity and had printed a single page with only that code article on it, and after promising (and showing him) that it was only two sentences long did he agree to read it.

Seems like most of my experiences with small town deputies and cops.
