Jindal has reversed himself on common core and finds himself at odds with the man he supported as superintendent John White.

The two faced governor in attempt to get out of this mess thought that if he called the testing procurement process illegal there is a chance there will be no common core testing this year.

Now since the test was going to be provided at no charge that strategy seems weak so he his now basically saying the process is corrupt but if he and his cronies get to pick the questions on the test it is ok.

quote:

“I made it clear to Superintendent White that it is important for the Louisiana Department of Education to follow the law,” the governor said in a prepared statement.

“Procurement law is designed to protect taxpayers and it must be followed,” according to the statement.

Nobody believes this is about corruption by BESE as the governor implies.

quote:

White said he has no disagreement on any legal requirements.

The key stumbling block, he said, is the insistence by Jindal, Commissioner of Administration Kristy Nichols and others that the state come up with a new testing contract for the 2014-15 school year with input from a wide range of state officials, not just the state Department of Education and the state Board of Elementary and Secondary Education.

White said it boils down to “who has the ability to determine what questions are on the tests.”

Under plans in the works since 2010, students starting next month are supposed to work under new academic standards in reading, writing and math that are aimed at improving student achievement and better preparing them for college and careers.

Part of the focus is to offer more in-depth learning on fewer topics and to force students to think critically in exams that allow for state-to-state comparisons.

On Wednesday, three BESE leaders said they would conditionally go along with Jindal’s request for the state to come up with new assessments for the upcoming school year.

However, the dispute over how those test questions are arrived at is posing huge questions on the eve of the school year.

“We need action quickly,” White said

I wish the guy would resign and run for president. He is screwing us all with crap like this.

Does anyone see any regard for the best interest of Louisiana citizens in Jindal's actions??

If Jindal changed his mind on CC, good for him.

In a key point, Roemer and White said they could get the questions for free. Whether the state school board and White have to buy PARCC is a pivotal issue in the fight. The Jindal administration is primarily blocking use of the Common Core through its control the procurement and contracting process. Jindal appointee Kristy Nichols, who oversees the procurement office, has suspended an existing state contract for school testing services that White and Roemer wanted to use to purchase PARCC.

BESE member Jane Smith, who opposes Common Core and PARCC, found the prospect of free test questions to be bizarre and dubious. "How did we all of a sudden get free questions given to us from PARCC?" she said.

PARCC spokesman David Connerty-Marin said that though conversations were still underway, he thought something could be worked out. "We're confident that we can support Louisiana in developing a solution that works for them," he said.

The federal department funded the test development - and "Louisiana played a significant role in doing that work," he said. Several other states, though not Louisiana, have left the consortium in recent months.

However, although Connerty-Marin wasn't sure, it seemed the freebie would be a one-time deal. The corporate education giant Pearson will take the lead in drafting questions for the following years. Roemer and White said they would have to seek a new contract for 2015-16 standardized testing.

Jindal used to support the Common Core standards, which lay out what students are supposed to be able to accomplish in mathematics and English at the end of each grade. He was considered a political ally of both White and Roemer as recently as few months ago. But his outlook on Common Core changed this spring as national sentiment about the academic standards soured.

Conservative activists, in particular, have been critical of Common Core. Jindal, a potential Republican presidential candidate, now views Common Core as an intrusion by the federal government.

Here is the law Jindal signed and supported that requires the test and gives authority to the department of education to select the test

LINK

quote:

Beginning with the 2014-2015 school year, standards-based assessments implemented by the State Board of Elementary and Secondary Education in English language arts and mathematics shall be based on nationally recognized content standards that represent the knowledge and skills needed for students to successfully transition to postsecondary education and the workplace. Rigorous student achievement standards shall be set with reference to test scores of the same grade levels nationally.

(e) The rigor of each standards-based assessment, at a minimum, shall be comparable to national achievement tests, including but not limited to the National Assessment of Education Progress.

I guess he is taking his cues from Obama on how to ignore the law.

I suppose if Choctaw and gang could do the tests they might be able to understand how bad Jindal is screwing taxpayers with film and digital media credits and that would end all the little support he still has.

LINK

Take the third grade math test and tell me you are against teaching to these standards. GEEZ. Think for yourself once.

If you are going to have government schools somebody besides teacher unions should measure their progress and write the standards tests.

Get real Choctaw. Take the test in the link I provided and tell me you are against teaching to that test.

Oh in Louisiana there will be parents who can't help with the homework no doubt. There are people here who think the film subsidies are actually paying for themselves and that is simple math.

--Grade 2 addition:

Solve using your place value chart and number disks, composing a 10 when necessary: 53 + 19

--Grade 2 subtraction:

Craig checked out 28 books at the library. He read and returned some books. He still has 19 books checked out. How many books did Craig return? Draw a tape diagram or number bond to solve.

--Grade 4 multiplication:

Represent the following expressions with disks, regrouping as necessary, writing a matching expression, and recording the partial products vertically: 3 x 24

--Grade 4 word problem:

Cindy says she found a shortcut for doing multiplication problems. When she multiplies 3 Ã-- 24, she says, "3 Ã-- 4 is 12 ones, or 1 ten and 2 ones. Then there's just 2 tens left in 24, so add it up and you get 3 tens and 2 ones." Do you think Cindy's shortcut works? Explain your thinking in words and justify your response using a model or partial products.

Ugh, really want to post in detail but don't have time right now.

Short story, looks like Jindal is gearing up to smear White. Blog post about it on advocate site by Quin Hillyer:

LINK /

quote:

If not, then it obviously is not an unintended misimpression, but instead a virtual allegation of wrongdoing. Now, unless the administration has evidence we don’t know about — in which case, the evidence should be released, forthwith — then the insinuation must be assumed to be a deliberate assault on White’s reputation for integrity. From what I’ve seen, such an assault is unwarranted.

And if it’s unwarranted, there’s a word for what the administration just did. The word is “smear.” It’s dirty pool. And it should not stand.
