Actually it's the old hypocrisy argument. The right held Bush and Reagan to different standards.
I mean hundreds of Marines are killed in Beirut under Reagan and look what happened:

In a televised speech four days after the bombing, the president insisted the attack was unstoppable, erroneously declaring that the truck crashed through a series of barriers, including a chain-link fence and barbed-wire entanglements, and argued that the U.S. mission was succeeding.
4 men in Benghazi, "worse than watergate".
ETA: that bombing occurred 5 months after
66 Americans were killed in a bombing at the American Embassy. And then the following year another bombing of the embassy killed another 2 Americans.
Yet not a single person I can recall mentioned impeachment.
