If we had a Republican legislative branch, I'd go with Bill. Only when a D is President do Republicans act like fiscal conservatives in the House and Senate. I'd go with W if the Democrats were in charge of the legislative branch.

I hate the Clintons, but I'd pull the level for Bill before I'd ever think about W, assuming they were running against each other and we knew then what we know now.

The Patriot Act would likely have never happened, if Bill hadn't spent most of his time, trying to cover up his scandals, and had he focused on doing his job.
