I wish Obama would have called the GOP's bluff and signed a repeal bill

You really don't wish that had happened, and on the other hand, Repuicans really do wish he would have "called their bluff" and signed it.
It needed to be repealed. In fact, the whole healthcare mess in America needs to restructured, top to bottom.
What it means, though, is the taking away of a handout. Once a handout is given, woe unto the politician/political party who has the audacity to do it, even when absolutely necessary.
That's why it would have been quite the gift If Obama had repealed his own signature legislation. He would have blunted the spear used by the media and the Democratic Party as it tried to skewer the Republican Congress over the repeal.
