I Have a Couple of Questions About the Healthcare Bill Vote on Thursday

This isn't really about the politics. I'm wanting to understand the process. I wish the poster from New Hampshire who knew everything about the machinations of Congress was still here (what was his name?), but I'm sure there are others here who can answer my questions?

(1) Regarding the vote on Thursday, won't they have to have two different votes? One to repeal Obamacare, and then a second vote on the new bill?

(2) Trump & others have said there will be as many as 3 phases of this process. What exactly does that mean? Is it talking about the fact that the bill has to go to the Senate if it passes the House, and then back to the House if there are changes? When are they going to add amendments like allowing people to "shop" nationwide for the best coverage?

(3) Finally, are we even sure there will be a vote on Thursday? If Ryan doesn't have the votes, surely he will delay it. Right?

The house will pass a bill that can't pass the senate and they will whine they tried.

I think they mean "3 different bills." I could be wrong, but if that's the case, this concerns me.

If something is important to making the bill valuable, then risking it not passing, or passing a long time down the line, doesn't make sense.

I wish they would have at least shown us what those other phases are in some capacity.

The repeal and replace bill is one bill and will most likely pass the house.

It will then go to the Senate and it will be very close. The bill will need to be amended to have a chance in the Senate, so that means it will have one more vote in the house.

The 3 phases is in reference to Tom Price using HHS power to reduce regulations (phase 2) then another bill going through Congress with more stuff to lower healthcare cost (competition across state lines) but will need a 60 vote super majority to avoid filibuster in the Senate (phase 3)
