The plan is to gum up the works with endless lawsuits giving the electorate the impression that Trump's America is too chaotic, too controversial and not able to govern in any constructive manner.
The GOP is on board with this strategy because they'd like to run an Establishment GOP candidate in the 2020 GOP primary.

The rust belt and the next 4 years will be crucial for his re-election prospects. Those votes/states went to him because he promised jobs and he isn't winning a re-election without them.
