Has President Obama ever publicly explained why he hasn't closed Gitmo yet?

I have not seen it, but nobody seems to raise the issue publicly anymore, so maybe he explained it a while back.
Seems like a pretty clear promise that he ought to account for somehow.

he did order it closed on like his 3rd day in office but it never happened and he never did anything about it. He has addressed it a few times but mostly it was 
this was the first sign for me that he wasn't near the liberal savior we thought he was and really he's just yet another neocon corporatist continuing Bush policies.

And nobody is going to raise it in the future (well, maybe FOX News). The rest of the MSM has no intention of holding him accountable for anything.

this is possible and if this was the only promise he had done a complete 180 on i would let it slide, but really it was just the first of many such broken promises.

Yeah. He said, "I'm closing it." And Congress was like,"But what are you going to do with the terrorists there?" And Obama was like, "frick you I do what I want." And Congress was like,"Not with our money." So nothing has happened, really.

Not really. He refused to delineate a plan for the 200 some detainees at the time so Congress took the funding away for closing it.

Remember Isis is headed by one of the prisoners we let out of our custody(another facility, I think)...Can we afford to let anyone out of there?

He' doesn't have a very good track record for keeping campaign promises he is liar and a pathological liar at that He's a sleep at the job. Oh. By the way. He is a thief as. Well............stimulus.? Where did all that money go?
