I'm not saying we shouldn't help sick children... I believe the complete opposite. But doing it in the most inefficient and threatening way possible seems stupid to me.

I mean sure there is something to be said for sticking to your guns. I just don't see how we get a stable plan with that untouched (unless you bulk up the mandate, which I do NOT want).

No, a 30% penalty will not deter anyone from entering after a costly diagnosis, or encourage them to insure themselves before one.
