It's a product of poor culture more so than "minority culture". Wealthy minorities don't seem to have a problem with it, and there's a lot of poor, violent meth dealing white trash frickups in this country.
When corrected for family income and education level, rates of father less homes and crime are pretty similar across races. What is different is length of incarceration for similar crimes even when corrected for wealth.
