It came from Plato and the even Shakespeare basically saying those that know the least talk the most, etc. So idiots run their mouths and scream things like "Racism, White Privilege, Those Tax cuts are for the rich, It takes a Village, Russia did it, Star spangled banner is racist in the 3rd verse", and other BS coming from liberals and the DNC. When you have no creditable solutions or your ideas are bankrupt and failed, the empty barrels will sound off to cause noise to distract from the facts of the argument.
