I submit that that wasn't the reason at all. The purpose was to force as many paying individuals onto Obamacare as possible while alienating the least possible number of voters.
It didn't work. Even people who don't have individual policies are pissed.
So instead, the public is on the hook for the insurance premiums of millions of the irresponsible who damage their own health, the women and the downright lazy instead of for the "serious illness" of a portion of them (which they wouldn't have been on the hook for in the first place any more than they already were).
