And the best way to get back at the city is to find a loophole. Anti-graffiti law? Build a shrine.
Too high? Make it shorter and keep the painting on it.

I think where it is located causes a blind spot at an intersection so that would likely violate code.
Simply move the mural to a public area, problem solved.

Yeah, where I live in Denton County, a fence at an intersection like that can't be more than 4' high off the ground for 100' in any direction.
