California's bullet train is hurtling toward a multibillion-dollar overrun

The federal document outlines far-reaching management problems: significant delays in environmental planning, lags in processing invoices for federal grants and continuing failures to acquire needed property.

More than likely, they knew the initial estimate was low but was not economically/ politically feasible to move the project forward at the higher bid amount so it was lowballed to get it passed...

Suffice to say that this happens by design. I don't mean they plan it to happen. I mean that the government contract process can't help but produce this result
