It's another form of moral self-licensing: "I apologized for THAT bad act (of someone else), therefore I don't have to apologize for my own."

If you say "I apologize for your loss" then you killed their loved one.
Saying "I am sorry for your loss" means you have empathy for their pain and loss.

That is expressing empathy in that you feel sorrow for their loss.
Apologizing expresses responsibility.

They were the leaders of the entities (federal government, British Parliament) that perpetrated those crimes. They didn't do anything personally but the governments did and they were speaking on behalf of the government they represented at the time.
It would be meaningless if they did it today.

I can't connect your two statements.
Clinton and Blair had as much to do with slavery and the famine as Trump and May do now. What am I missing?

Clinton was President of the United States. The United States government perpetrated slavery. He apologized on behalf of the United States government, in his capacity as leader of that government. It was the government apologizing, not an individual.
