When I shrink this in Paint (all I've got to work with) it looks really messy. Could anyone make this avatar size and still have it look decent?

It's hard to say, I've been tinkering with it all day on and off making adjustments. I basically only had to do one side of it, then mirror the other side. I'm still playing around with it. I was trying to do something with the top half of its head...

that one looks a little better imo with the top of the head not being so round.
