LOST question - Spoilers

Re-watching the series yet again. Sam Toomey and Leonard Simms heard the same distress signal as Danielle Rousseau's research crew which repeated the numbers over and over again. The same distress signal was heard by flight 316 when passing over the island, due to time moving slower on the island.
Was it ever explained who originally repeated these numbers that was heard by so many, eventually bringing everyone to the island (sans Desmond)? I'm assuming it was all collaborated by Jacob, but I don't remember it actually being explained. Was it the Man in Smoke? Or was it the Dharma Initiative's distress signal after the hatch was built?

I still love the show. At some point I will go back and re-watch. They probably bit off a little more than they could chew with some of the story, but I still thought it was unique and kind of revolutionary for a tv series. Not perfect, but highly addictive and entertaining.

Interesting. I always assumed it was Jacob and this was his way of bringing everyone to the island. Dharma Initiative played a much bigger role than I assumed.
