At&t and new phones question

I'm nearing the upgrade option on my phone and I've been told they don't do the sign a new contract and get a phone at discount anymore. This person said you can only do the monthly plan or pay the full price for the phone up front.
Is this true or do they still offer the phones at discount if you sign a new contract? I want to know what I'm dealing with before I walk into the store.

You can still upgrade the old way (sign a 2-year contract and get a free/discounted phone).

Phones aren't free or discounted. You're paying for it in your data plan.

If you do the 2yr contract deal for the reduced price ask them if they are going to remove your "discount" for connecting the line to network every month. Almost always, when you do the contract plan / one time payment thay are going to increase your line connection fee from $15 to $40.
End result: you will pay $25 more per month either way. Either on the NEXT phone payment plan (where they leave the connection cost at $15) or on the 2 yr contract where they bump it to $40).

you still have a choice of how you want to pay for it. that's why they discount your bill if you pay by the month for the phone. you can still purchase it just like you always have. the choice is yours.
