I was looking through some stuff and found this reel that my powpow used to have in the 60's. It has brown sides. I'd really like to get it in working condition. A few questions. Can I oil the spool by undoing this nut on the left side? What should I use to oil it. What is an appropriate rod and lb test of line?

15 or 20 lb would go well with that. Might be a good surf fishing rig.
You're gonna want to take that whole thing apart. The drag washers in those would be pretty well seized or at the very least - jerky. Jerky drag mean lost fish.
