Explain what's wrong with men's CBB?

Admittedly I don't keep up with basketball nearly as close as football, but lately everyone has been going off on how the men's game has declined and proposing eleventy different rule changes (30 second shot clock, deeper 3 pt line, 14 sec shot clock on offensive rebounds, etc), but why. Is it scoring? Lack of highlight plays?

Yes the shot clock and the fact there is no Defensive 3-second violation makes for a slow, grind it out type of game.

The last 2 minutes of the game take as long as the first 26 minutes of the game. That's a problem. They need to limit the number of timeouts teams can take in the last 2 minutes of the game. Also, I think a shorter shot clock would help.

Happens in the NBA too, they just don't take nearly as many commercial breaks so it doesn't slow down as much. Blame the networks for that shite.

8 seconds to half court and a 24 second shot clock.
10 and 30 for high school.
Remove the "Restricted Area" arc and the Defensive 3 seconds rule.
8 second reset of shot clock on offensive rebounds.
Move 3 point arc to 25 feet
22 feet for high school.

Because the two teams playing in the final just roll the ball out there. No team concept or coaching. Since 2010 Kentucky is the only team built around the "1 and done" concept to win a title. That makes it an outlier, not a trend. If Duke wins this year, that will make it 2.

Mandatory inflexible TV time outs. Too many coaches piggy-back their time outs to create one super-long time out.
For example, there's a mandatory TV timeout at the first stoppage after 16, 12, 8 and 4 minutes. If a team is on a run at 15:55, the other coach calls time out and gets a 4 minute break. Then you get a foul on the in bounds pass or it gets tipped out of bounds. Then you get ANOTHER 4 minute break because TV still gets their time out no matter what.
It's just like commercial breaks after touchbacks in the NFL. Teams get punished and lose all momentum because their offense was too efficient. There is no rhythm and continuity and it's just a game of alternating runs.

What's wrong with it is too many people want to change the whole damn game. Get rid of the one and done rule and that fixes a lot of issued by itself. Make them stay at least 3 like footbal. Problem solved.

I don't consider the one and done players even in the top 10 of issues with college basketball.

I've actually seen games where there is no clock stoppage for 4 minutes and then TV took back to back TV time outs to catch up on the break they missed. You get 4 minutes of clean, efficient basketball and then the network makes them sit for 10 minutes.

This is true. The 1 and done is the biggest problem. There were SO many great players in the 80s and 90s that stayed multiple years. Just think of some of the SEC players that played multiple years. Shaq, Chris Jackson, Robert Horry, Latrell Sprewell, Antonio McDyess, Derrick McKey, Charles Barkley, Chuck Person, Dominique Wilkins, Todd Day, Eric Dampier, Allen Houston, Jamal Mashburn, Rex Chapman, etc, etc, etc.
I would like to see the 30 second shot clock put in too. The NIT games this year were higher scoring and a bit more entertaining than usual.
