need help with a budget build

my friend wants to get into pc gaming. he said he wants to spend around 400 this is what i came up with at that price point

also what will he be able to play with this. he's play h1z1 and csgo on my machine and said he would like to play both. will this be able to run both of those games?

You don't need the cooler and find a used 7950/280 or 7970/280x. Used 7950/280 run $100-120 and used 7970/280x run $120-150. Both of those will stomp that shitty 750ti.

And you just don't need the cooler. If you drop the cooler and get a used 7950, you may have room to squeeze in a $50 SSD, which I think is a no brainer in any build today

Where do you suggest getting the used gpu and how do I know I'm getting something's that works.

Also I can get a 270x for 160. My friend says he doesn't care about performance and graphics but I think once he gets a taste of it he will regret cheating out on the build. I doubt he will want used parts all I know I wouldnt. But if you know a credible place. By all means let me know

That's just silly, used GPU's are perfectly fine and the warranties carry over on top of being significantly cheaper.

Both of my buddies that have built "budget" builds in the last couple of months have bought eBay GPU's for great prices. One grabbed a 280X for 150 with 2 years left on warranty.

If you're buying used parts, eBay is the way to go (other than buying them from people who post here). Nothing else favors and protects the buyer more than the eBay/PayPal combo.

Only thing I won't do (at least as a personal purchase) is buy an open-box/refurb/used CPU for a model that was recently released. I always assume it's an overclocker who returned it/is selling it because he lost the silicon lottery.

Yeah, I don't think I'd buy a used cpu at all, prices generally don't drop much either it seems.

Saw Heyward went 3-3 yesterday. Good for him. Great guy and always gives 100% on every play, every game. I'm rooting for him in STL
