Rubbing Compound on Brushed Metal Rims

I'm not sure this is the correct board, but here it goes.
I recently bought a pre-owned Toyota Tundra with factory 20" brushed metal rims. The rims have some kind of film on them that looks like someone maybe tried to polish them but didn't buff off the polish, and now its dried on. I've tried three different types of wheel cleaners, including one that is supposed to remove oxidation, but none have worked. I've gotten one clean using a plastic spatula to scrape it off, but it took two hours, and was not easy. My question is: would rubbing compound damage the metal rim, and leave swirl marks if I used it to remove this stuck on film? I do not want to mess up the wheels, but I got to get this shite off, its driving me crazy. Any help would be very much appreciated. Also, the rims are partially black so I dont think I can use any type of stripper because it may remove the paint on the black parts.

Maybe a Polishing ball and some cleaner for you drill.

My buddy just told me its the clear coat on the rims thats coming off. Anyone ever had brushed metal rims re-coated?

You can spray clear on them, but you'd have to get the old stuff off first, which would require heavy abrasives.

The regional rep for Klean Strip told me a few years back - The Methylene Chloride in the aircraft stripper makes aluminium brittle.
I've used it plenty of times to strip rims before applying clearcoat, and haven't had a problem yet.
Bring those rims to Rim Pros on Airline Hwy. They're on Airline close to Pecue. They refinish for most car dealerships

Update: it was the original clear coat that was scratched up, and peeling. Im getting them completely re-done tomorrow. It wont be cheap, but it will come with a lifetime warranty, and they will basically be brand new.
P.S. don't get your tires put on at T-Boys in Lafayette. They will scratch your rims, then not take responsibility for it.
