I find him either hilarious or unbearable, nothing in between really.
I love Anchorman, Talladega Nights, Old School, Elf, his character in Wedding Crashers, Stranger than Fiction, and his voic ework in animated films is good.
But his other movies I can barely even watch.

I've seen him perform in person and he was hilarious. He held court on a movie panel for 45 minutes and killed.

I like a couple of his movies - particularly Blades of Glory - but in general I think he is way overrated.

This. As that bizarre quasi model terrorist in Zoolander, Ferrell was aboslutely hystercial -- far more so than anyone else. Same for his role in Old School where he's not the lead guy. In fact, if you were to conduct a poll of his best movie lines, "Mah Boy Blue!" would rank up there.
For lead roles, he sucks although I have to say that when Ricky Bobby had scenes with Borat, I peed.

He's funny in a few roles. But compared to Russell Brand and Adam Sandler, Will Ferrell is Richard Pryor.
I actually like Ferrell's and Carrey's dramatic roles even better than their comedy roles.

I liked him in Old School the most.

He has his moments. But I am usually annoyed by him. I thought he was the worst part of The Other Guys.
