Hamilton was similar to Russell Wilson - primarily a passer who beat you on the scrambles. He very rarely ran plays where QB runs were the primary option.

A lot of those players including Mariota benefited greatly from the system they were in. Cam and Mike Vick are the only QBs who definitively transcended their systems. Vick in particular had a huge impact at Virginia Tech. Here are Virginia Tech's rankings in scoring offense before, with and after Vick.

1994-37
1995-29
1996-25
1997-46
1998-25
1999-1 (With Vick)
2000-4 (With Vick)
2001-27
2002-30
2003-13
2004-25

The only time Beamer had anything remotely resembling an elite offense was with Vick. Most of the time, they were ranked in the 20s or lower. OTOH, Oregon's offense was potent before Mariota and will continue to be great after he leaves. Urban's had three top five scoring offenses, all of them with different starting QBs without Tebow. Texas was a perennial top 10 scoring offense before Vince. Sumlin had two teams that led the nation in scoring at Houston. Baylor hasn't skipped a beat since RGIII has left. So I would probably put Cam at 1, Vick at 2, Vince at 3 and then a drop-off after that.

Better than RG3.
Lower than all the heisman winning national championship game winning QBs.
Lower than Tommie Frazer who won multiple national championships.
Lower than Vick cause Vick was just better.
Lower than Johnny Football because JFF was just better at the collegiate level at making plays. Sub Mariota in with JFF and Oregon beats Stanford in 2012 and wins it all. Maybe beats Ohio State this year by scrambling into the end zone on those trips where we stalled in the redzone and had to settle for one turnover on downs and two FGs.

That being said, Marcus is still an all time college football player. Winning the championship game when the team was down 3 WRs, TE, and best OT would have pushed him close to GOAT status imo. Dude was throwing to second stringers across the board.

eta - In no way does this disparage that Ohio State was a better team. I am just saying Manziel would have been able to make up for not having weapons in the passing game by scrambling for big plays. He's far more elusive than Mariota.

eta - Lower than Vince Young as well, cause Vince got it done.

McNair at Alcorn went off. He was before his time. Florida really fricked up not letting him play QB.

I wouldn't call Frazier and White dual threat QBs. I would call them option QBs
